Affiliated to Shaanxi People's Government, the West Airport Group was previously Xi'an Xianyang International Airport. In 2003, after the localization reform of the airport, Xi'an Xianyang International Airport incorporated four regional airports, namely, Yulin, Yan'an, Hanzhong and Ankang and established Shaanxi Airport Management Corporation. In 2004 and 2006, the airport realized consolidation and reorganization respectively with Ningxia and Qinghai Airport, and was renamed West Airport Corporation. In October 2012, the group signed an agreement with Gansu People's Government and was responsible for the construction and operation of Tianshui, Gannan, Longnan and Pingliang Airport. Currently, the group is responsible for the construction, operation and management of 3 trunk-line airports, namely, Xianyang, Yinchuan and Xining as well as 16 regional airports and 3 general airports in Shaanxi, Gansu, Ningxia and Qinghai provinces, and the quantity of managed airports and aviation business respectively accounts for 70% and 84% of the total volume of the Northwest Administrative Area of CAAC, and it has become the second largest trans-provincial large-scale airport management group in the country with a total staff of more than 10,000.
In recent years, the West Airport Group make solid steps in advancing the strategy of "taking aviation market as main battlefield" to give great impetus to the development of the main businesses of aviation. It makes full use of the advantages of group management, with the production index of main aviation businesses always higher than the industrial average. In 2016, the group successfully provided air traffic service for 415,000 sorties, the passenger throughput reached 50.80 million person-time, and the cargo throughput reached 301,000 tons, where the passenger throughput of Xianyang Airport reaches 36 million person-time, ranking 8th among the national airports and ranking among the Top 60 worldwide; the Yinchuan and Xining Airport has respectively made a breakthrough of 6 million and 4 million person-time, and the growth rate of businesses rank top among the similar airports nationwide.
For years, the West Airport Group has always strived to promote development with reform and promote transcendence with innovation, and it has successively completed the reconstructing work for Aviation Service Company and West Group Corporation and Xi'an Xianyang International Airport, and established new management mechanism and mode of governance that is more in line with the modern corporate system. The non-aviation income of the group has reached above 50% of the total income, reaching the industrial-advanced level.
